This independent Public Surface Case reads selected statements and reports surrounding a Taipei drug-policy dispute on October 3–4, 2026. Its object is how familiar signs can make a relationship appear settled before its conditions have been examined. The connections to policing, historical memory, and civic imagery are the author's comparative reading; they do not establish a single operation or shared cause.
Case date: October 4, 2026. Current-discourse window: October 3–4, 2026, UTC+8. The author's publication cutoff for the selected current news reports is October 4 at 12:30 UTC+8; this is a boundary for this selection, not a claim to have captured every report or subsequent development.
Historical and policy records provide a separate background layer. MWE definitions come from the public repository at commit ab5304b71fee9fb2f78f6f32997f2fa2109fb83f. Reported statements, verified document contents, and this essay's interpretations remain distinct. Neither the essay nor its accompanying diagrams establish actors' private motives or measure audience psychology.
Sterile needles and syringes occupied two different positions in this political exchange.
On October 3, the Kuomintang caucus and Chiang Wan-an revisited a 2014 essay by Puma Shen (Shen Po-yang), bringing community centers, drugs, and sterile injecting equipment into the Taipei mayoral campaign. By the following morning, Chiang had explicitly stated his support for methadone and needle and syringe programs, while distinguishing those systems from the proposals in Shen's earlier essay.1229 The existing services had not changed overnight. What changed was the sentence in which they were placed, and what that sentence invited the reader to see.
This distinction cannot be addressed by cutting away half of either side's account. Shen's original essay did discuss more than existing needle and syringe services, including decriminalization, community support, and harm reduction practices abroad.26 The institutional scope of its proposals warrants questions; the entire essay cannot be reduced to methadone policy. CNA's account of the October 3 post places a proposed community center, the provision of drugs, and clean needles in one quoted sentence, followed by a question about residents' acceptance.2 In public circulation, readers do not necessarily encounter the institutional distinctions first. They may first encounter a place very close to them: the neighborhood. Then come needles, followed by drugs. The wording makes a scene of nearby danger available before the conditions of any proposed service have been examined. That is a reading of what the arrangement permits, not a measurement of what any particular reader imagined.
The same object thus opens onto two paths of reading. Following a public health explanation, needles lead to routes of infection, the risks of sharing, collection of used equipment, and contact with services. Following the arrangement of a campaign confrontation, they may lead first to an image of approaching danger. The former requires an account of conditions. The latter can readily produce a scene simply by placing a few familiar words next to one another. The difference in the lengths of these paths is what calls for observation here.
Taiwan's harm-reduction services already require the longer explanation. As the HIV epidemic among people who inject drugs expanded after 2003, the government began a harm reduction pilot in 2005, introduced methadone in 2006, and expanded the program nationwide that year.5 Needle and syringe services acknowledged a reality that slogans have difficulty accommodating: people may still be using drugs, while infections can already be reduced. The services gave medical care and support a chance to reach people who had been difficult to reach. The national implementation regulations, as published on Taipei's drug-prevention site, also include approved pharmacies, civil society organizations, and mobile community service locations.6 Within this system, the community was a condition of reaching people.
Sterile injecting equipment, methadone, medical heroin, supervised consumption facilities, and decriminalization involve different populations, procedures, and legal questions. Once those differences are removed, readers can no longer know which measure they are supporting or opposing. The October 4 clarification is therefore part of this observation: it separates systems that had been compressed together, and leaves a question against which the previous day's wording can be read. Before the policy's conditions had appeared, how far had the scene of danger already traveled on its behalf?
Where the Community Sits in Harm Reduction
The retained policy history places enforcement, treatment, infection prevention, and social support at different points in the same field. It does not show a complete replacement of punishment by medicine, or a steady improvement in every drug-related outcome.
After 2003, HIV spread rapidly among people who inject drugs. Official accounts describe the expansion of infection through shared injecting equipment and the introduction of a harm reduction pilot in 2005, followed by methadone treatment and nationwide expansion in 2006.5 The sequence matters because the service was responding to an existing route of transmission. Its purpose cannot be read from the equipment's appearance alone.
Needle and syringe provision, collection of used equipment, health education, testing, and referral create different opportunities for contact. The national implementation regulations, as published on Taipei's drug-prevention site, include approved pharmacies, civil society organizations, and mobile community service locations.6 Here, a community location is part of how a service reaches a person. In an electoral sentence, the same location can instead supply proximity to a perceived threat. This is the essay's comparison of two arrangements of language, not evidence that every audience interpreted either one in the same way.
Methadone is a controlled opioid medication used after medical assessment as an oral substitution treatment for opioid dependence.6 Needle and syringe services, methadone treatment, medical heroin, supervised consumption facilities, and decriminalization are not interchangeable measures. Shen's 2014 essay discusses a broader policy field than existing needle exchange and methadone alone.26 Reading it accurately requires retaining that broader scope rather than explaining every disputed proposal through the least controversial example.
On October 4, Chiang explicitly distinguished the existing methadone and needle policies he supported from the older essay's community drug-supply proposal.29 That statement belongs beside the October 3 wording, not outside the case. It offers a further comparison: which distinctions were explicit in the later explanation, and which were absent or less clear in the earlier arrangement?
“Free” is a separate claim. Provision, exchange, and vending services can have different arrangements. The 2026 treatment subsidies distinguish eligibility and types of charges; a medication subsidy does not establish that every part of every person's treatment is free.7
The cited research supports health benefits associated with harm reduction, while its design does not assign an observed decline wholly to one intervention.8 The present controversy does not establish that services were abolished, that use of services fell, or that infections increased.
The combination “needles + community + drugs” supplies a reading problem, not a policy verdict. The full proposal, authorized providers, population served, and operating conditions remain necessary to judge it.2626

An attributed statement, not evidence of a policy change or measured audience response. Exact publication time was not independently reverified in this revision pass.
Public responses introduced another way of reading. Media coverage of the same dispute recorded responses from physician Tu Cheng-che and health official Lin Ching-yi, who also has a medical background, as well as people in the arts and cultural sectors. Some supplied details of the systems; others explained harm reduction from the perspective of medical work.30 The more than 300,000 comments reported in the news cannot be converted directly into the same number of people, much less used to establish commenters' occupations or sexual orientations.4 The count itself can support competing stories: public anger, partisan mobilization, or coordinated online activity. It establishes none of those explanations by itself. What can be identified in the cited responses is narrower: named people reconnecting the equipment with its preventive purpose. A connection that had initially required only a few words now had to encounter a longer explanation.
Such explanations were not appearing in Taiwan's public life for the first time. The command and medical coordination mechanisms rebuilt after SARS, influenza preparedness, and the disease-prevention explanations that repeatedly entered everyday life during COVID-19 left a language for identifying routes of transmission, conditions of contact, and points of intervention.91011 Later, home rapid testing and home care placed some of those judgments in ordinary people's hands: how to use a test, how to read its result, and when to seek help.12 For a time, public health appeared with extraordinary frequency in living rooms, on phones, and in pharmacies.
This does not establish that every commenter received the same education, and the available evidence is insufficient to attribute this backlash to experience with epidemic prevention. Read together, however, the two sets of material reveal a way of explaining that can be called upon again: first distinguish how a risk arises, then ask where a measure intervenes. Some people used that approach to read sterile injecting equipment in this dispute, allowing an object easily treated as a sign of danger to become visible again as a preventive tool. The trace of public knowledge here lies in a ready-made association that did not go through unimpeded.
When Public Health Becomes a Way of Explaining
Taiwan's public health system did not begin with SARS. The 2003 epidemic exposed problems in infection control, medical-resource coordination, and interagency response. The subsequent command architecture and influenza preparations form part of the documented institutional background.9
During COVID-19, briefings, health education materials, and medical explanations repeatedly made transmission routes, contact conditions, masks, handwashing, testing, and isolation matters of public discussion. A command-center handwashing demonstration is one small recorded instance of professional explanation entering a widely visible setting.10
Home rapid testing and home care changed the practical setting again. The guidance required users to collect samples, interpret results and their limits, monitor symptoms, and recognize when to seek help.12 A document that once described an institutional response could become instructions for a task performed at home.
The essay places this record beside the later explanations of needle and syringe services. In both settings, a familiar object acquires its use through conditions: how a test is taken and what its result permits, or why sterile injecting equipment is supplied and which route of infection it interrupts. This is a comparison between forms of explanation. The records do not establish that experience with COVID-19 caused the response to the October drug-policy dispute.
The named medical responses show that public explanation occurred.30 They do not establish the occupational composition of hundreds of thousands of comments, a uniform national level of health literacy, or the absence of stigma and confusion. The comparison leaves those differences visible rather than turning the comment thread into a collective educational achievement.
Briefings were frequent and sometimes daily during intense phases, but not daily throughout the entire pandemic. Routine briefing frequency was reduced when conditions changed; the June 2020 schedule is one documented example.11
The historical record establishes opportunities for instruction and participation. How much particular people learned, retained, or applied in this dispute would require evidence beyond the existence of the policies and guidance.

The next comparison concerns a separate case. I place the October 3 search of Commander D beside the drug-policy dispute to examine how a place may be made to stand for the people inside it. If “gay venue,” “police,” and “drug-policy confrontation” are simply placed within the same frame, they can readily begin to explain one another. But that explanation moves faster than what the available evidence can establish.
The known administrative context must remain in the frame. On September 11, City Councilor Hung Chien-yi presented a parent's complaint and photographs from inside the venue at a council session. In response, Chiang Wan-an called for inspections and strict enforcement. The venue denied arranging the conduct in question that day and said it checked customers' identities and ages. On October 3, police entered with a court-issued search warrant; the publicly stated basis of the case was a suspected offense against public morals.331 This sequence records council questioning, an administrative directive, and a search. It has not established the allegations involving minors, nor does it turn the search into evidence that drugs were found.
Why customers were taken to the police station as a group, what procedural status each person held, and how those present experienced the language used at the scene remain separate questions.327 The warrant, the procedures for taking people to the station, and customers' accounts each have different evidentiary limits. Whether other venues were targeted at the same time, or whether there was a coordinated operation, cannot be filled in with material from this one establishment.
Public images, however, do not wait for every question to be answered before they are read. Simply appearing in footage of a search may place a venue in the position of the “suspect”; viewers may then extend that position to everyone inside. The same arrangement can also be read from the other direction. Put the mayor beside the police, the search, and the campaign dispute, and a story of directly ordered political repression may seem to complete itself. The September directive is documented; an instruction determining the search's specific methods or coordinating it with the drug-policy attack is not established here. Both readings require the missing relations to be demonstrated. Place, identity, office, and temporal proximity cannot supply them on their own.
A Search, Its Subjects, and the Relations Still Missing
Commander D is a separate case placed beside the drug-policy dispute for comparison. The shared date and overlapping public figures do not establish that the two were one operation.
On September 11, DPP city councilor Hung Chien-yi presented a parent's complaint and photographs in a council session. Chiang Wan-an called for inspections and strict enforcement. The venue denied arranging the alleged conduct and said it checked customers' identities and ages. On October 3, police searched the venue under a court-issued warrant, publicly stating that the case concerned suspected offenses against public morals.331
The sequence establishes a public complaint, questioning, an administrative response, and a later search. It does not establish the allegations involving minors, a discovery of drugs, or who decided every operational detail.
Customers and a lawyer challenged the basis for taking people to the police station as a group and the treatment they received. The October 4 report on a supplied recording adds attributed material about on-scene language.3 The recording, police statements, customers' accounts, and legal documents need to retain their separate scopes. The status and legal basis applicable to each person cannot be supplied by a collective image of the venue.27
Two shortcuts can be offered by the arrangement. “Gay venue + search” may be treated as sufficient reason to classify all customers as suspicious. “Chiang + police + campaign dispute” may be treated as sufficient proof that the mayor directly ordered a coordinated political attack. Both leave relations unproved. The documented September directive must remain in the second inquiry, but it cannot answer every question about later decisions and procedures.
The historical comparison concerns how suspicion has been assigned. The cited research and accounts describe morality and public-order policing, the 1997 Changde Street incident, the 2004 Nong'an Street operation, and the 2005 Honeymoon Bay attack and disputed police response.15161819 These are different events. They offer records against which a present representation can be read, without determining that the present case has the same cause, legality, or outcome.
This selection does not verify searches at three venues. Establishing that claim requires the names, dates, case grounds, and sources for each site. Multiple confirmed searches would still not by themselves establish a shared political purpose.
A restriction on leaving during a search, an identity check, voluntary cooperation, treatment as a witness, and treatment as a suspect raise different procedural questions. The essay asks for the basis applicable to each action; it does not determine legal liability from the public accounts alone.27
The Nong'an Street sources differ on 92 versus 93 participants. The contemporaneous CDC statement records non-prosecution for insufficient evidence of the 28 people living with HIV referred on suspicion of transmission; that disposition is not a finding about every related case. Conflicting claims about suicide are not treated as established here.18
Events are arranged by date, not as a causal sequence. Select a point to inspect its sources. Vertical offsets only prevent overlap. Group membership and shared display are authored selections, not proof of causation or coordinated action.

Council Questioning and an Administrative Directive
The contemporaneous report records Hung Chien-yi presenting a parent’s complaint and venue photographs in council, Chiang calling for inspections and strict enforcement, and the venue denying that it arranged the alleged conduct while saying it checked customers’ identities and ages.
The complaint is an allegation. This record does not establish minors’ involvement or the specific methods and authorization of the later search.
Identity can take on suspicion so quickly partly because it has already been read many times before. Postwar Taiwanese law did not create a specific offense for consensual same-sex activity between adults as such, yet gay people were subjected to police checks, detention, and exposure in the name of morality and order.15 Changde Street, Nong'an Street, and Honeymoon Bay are distinct events and cannot be arranged as if they were the same kind of case. Those records make it possible to read a current search alongside earlier acts of public exposure and disputed police treatment.161819 They provide historical material for the comparison; they do not tell us how every observer received the present image.
The enforcement incidents cited here occurred after martial law ended. Their dates make the interval between institutional change and everyday treatment part of the observation. A new political order did not by itself settle who could occupy public space without first being treated as a problem. By setting its story in the late 1980s, after martial law had ended, Your Name Engraved Herein gives this temporal gap a form that can be felt. Military instructors, families, peers, and religious expectations still arrange the places in young people's lives where affection can and cannot appear.14 The film offers a point of entry for reading here; the relevant history must still be examined through the record.13
The Interval After Martial Law
The period of martial law in Taiwan and Penghu from 1949 to 1987 belongs to the history of the KMT party-state and the rule of Chiang Kai-shek and Chiang Ching-kuo. The cited records document restrictions on political participation, speech, assembly, publication, and liberty, as well as the order ending martial law.13
The police incidents used in this essay's historical comparison took place after that ending. Their dates place institutional change and later treatment within the same view. A formal political transition and the ways people are categorized in everyday settings are different objects of observation.
Your Name Engraved Herein supplies a cultural entry into that interval. Its late-1980s setting follows the lifting of martial law; the official materials use both 1987 and 1988 in describing the setting, and the story includes events associated with Chiang Ching-kuo's death. School authority, family expectation, peer violence, and religious guilt arrange the conditions under which affection can become visible.14
The film gives an authored form to a historical question. It does not supply archival proof for each scene, or establish that every beach or police episode corresponds to a particular case. The essay keeps that cultural use separate from the historical sources.
I use “political mimicry of authoritarian language” as a proposed comparison of a descriptive sequence: difference can be made suspicious before the grounds for intervention are explained. That comparison has to be tested against current wording, decisions, and counterevidence. It is not an identity of regimes, an MWE verdict on a party, or a conclusion derived from Chiang Wan-an's family lineage.
The history of KMT rule is documented independently of the present analogy. Responsibility for current statements and decisions has to be established through the current actor's actions, office, authority, and evidence.13
A film's emotional or interpretive force does not turn it into a complete historical record. References to the film in this essay identify a reading device, not a substitute source for legal or police history.14

Analysis: Institutional change and changes in everyday treatment can be compared; the date alone does not establish changes in school culture or policing.
Later changes can also be read through the question of who can appear, and in what capacity. What happened to Yeh Yung-chih brought into view a previously easy-to-overlook relationship among feminine gender expression, bullying, and school safety. Gender equity education legislation, along with Jolin Tsai's cultural translation through a documentary short and “Womxnly,” brought that experience before new audiences.171820 A child excluded for failing to conform to gender expectations began to be remembered by name. That name cannot in turn replace verification of the case, or be used to infer his sexual orientation.
Street-level work for marriage equality continued another effort to describe people more fully. The Equality Bees took public conversations into street-level encounters, allowing relationships, families, and everyday life gradually to occupy positions once held by abstract labels.21 Recognition did not follow a straight line from Judicial Yuan Interpretation No. 748 in 2017, through the 2018 referendums, to the implementation of the special law in 2019.2223 The rights that law can affirm, the relationships society is willing to accept, and a person's ability to feel safe entering a public place continue to move at different speeds.
Returning these historical strands to the present does not produce a conclusion that every act of law enforcement is the same. They give temporal depth to being treated as suspicious once again. A search can consequently be read at two scales: as a particular operation with its own procedures, and beside a longer record of how a group has been made visible. The historical comparison does not decide the legality or purpose of the present operation.
Earlier Work That a New Dispute Can Leave Out
The histories gathered here document work already performed before the current controversy. They do not give a single measure of how much acceptance, safety, or trust that work produced.
Yeh Yung-chih's death in 2000 brought gender expression, bullying, and school safety into public focus. The records describe persistent bullying, his discovery with serious injuries in a school restroom, and his death the following day. A record of bullying does not establish that he was beaten to death on that occasion, and gender expression does not establish sexual orientation.17
The 2004 Gender Equity Education Act and later cultural works occupy different positions in this history. Jolin Tsai's documentary short and the 2018 song “Womxnly,” which received the 2019 Song of the Year award, made the story available to further audiences.1820 A legal provision, a remembered name, and a song do different work; their coexistence is not a measure of completed equality.
The marriage-equality records describe organizing, legislative explanation, lobbying across party lines, and street-level conversations. The Equality Bees are part of this documented work of speaking with people outside a pre-existing circle of agreement.21
Judicial Yuan Interpretation No. 748 in 2017 established constitutional requirements concerning same-sex couples' freedom to marry and equality. The 2018 referendum results shaped the legislative route without overturning those constitutional guarantees. The special law passed on May 17, 2019, and took effect on May 24; later records include further changes to adoption rights.2223
These materials can be read as accumulated labor: explaining a life, making a claim intelligible, establishing a route to recognition, and keeping institutions answerable. A later stigmatizing association may make some of that work necessary again. That is a possible erosion of an earlier gain, distinct from the new time required to answer a specific post. The present sources do not quantify such erosion or establish that this controversy caused a particular person to avoid a service, conceal their identity, or lose trust.
Cultural visibility, legal protection, and everyday safety are not interchangeable measures. Neither a successful law nor a widely heard song proves that discrimination has ended.
Prior expenditure, a possible loss of the usefulness or durability of its gains, and additional restorative labor should be kept separate. The essay proposes this distinction through Cost Visibility and Redistribution; it does not present a measured social-loss account.36

This makes the way a city displays equality another place to pause.
A contemporaneous report published on October 29, 2023, clearly distinguished the previous day's events: Chiang Wan-an attended the Tianmu Halloween celebration, while Deputy Mayor Lin Yi-hua and the relevant department heads attended the Pride parade.32 That account contained two locations and different people representing the city government. In the later Harvard speech and photograph controversy, readers instead encountered the way the mayor narrated a diverse Taipei through his own public image.25 Placed together, a photograph, an event description, and a speaker may draw previously separate forms of attendance, representation, and municipal participation toward a more readily recognizable center: the mayor himself.
It is at this level that this essay reads the confusion. The contemporaneous report cannot account for the mayor's movements throughout the entire day; the city government's later claim that he attended both events does not, by itself, contradict that report. A representative's recorded attendance and a mayor's possible visit are not mutually exclusive. The two photographs also need to be kept apart: the image used with the speech and a subsequently circulated booth photograph are different evidentiary objects. Neither the report nor the later image establishes his complete itinerary. What I read as a possible conflation lies in the presentation: distinct forms of municipal representation, a visit, and participation in a parade can come to resemble one personal scene. That is an interpretation of the public materials, not a finding that every later account is false.25323940
Chiang's co-sponsorship and public support in 2016, and his votes for key provisions of the same-sex marriage law in 2019, belong here as well.24 These records complicate the observation. Support was not wholly absent. Yet the record of support, the city's image on an international stage, and the way minorities are described during a controversy do not necessarily always point in the same direction. The candidate and the mayor are also the same person: the campaign language also describes services administered by the city government he leads.
I use “political mimicry” for this proposed comparison: the recurrence of a way of speaking in which difference is made legible as danger and management is given a place before understanding. It is the author's interpretation, not an MWE finding about this politician. The historical background to this comparison is the Kuomintang's rule under Chiang Kai-shek and Chiang Ching-kuo during the long period of martial law, when order and security were used to assign people their places.13 Family lineage cannot establish that comparison. What remains in the material is the language a politician who presents his city through diversity uses on another occasion: how the two public images coexist, and who is left to explain the parts that do not fit.
Representatives, Visits, Photographs, and Personal Narration
Chiang Wan-an's record includes co-sponsorship and public support for marriage equality in 2016 and affirmative votes on Articles 2, 3, and 4 of the 2019 special law.24 These are specific acts with specific scopes. They neither disappear because of a later controversy nor determine every later position.
The contemporaneous October 29, 2023, report records Chiang at Tianmu's Halloween event and Deputy Mayor Lin Yi-hua and department heads at Pride.32 It identifies roles at the reported events. It does not claim to record every movement he made that day.
A later city-published Harvard speech linked the Zoro-costume appearance with Pride. The 2026 discussion also included a city-government claim that he had attended both events and a separately circulated booth photograph.25 The contemporaneous allocation of representatives and the later claim of a visit are not logically incompatible. Neither can complete the missing itinerary by itself.
The image used with the speech and the later booth image are distinct objects. The latter shows a costumed Chiang posed with people and booth signage associated with LGBTQ and municipal organizations, but the circulated comparison's added “2023” label is not original capture metadata. The image on its own does not independently establish the date, exact location, or participation in the marching parade.40 The organizer's program distinguishes the Rainbow Market, parade, and closing event; it is not a full attendance register.39
I read a possible conflation at the level of public presentation: a city's participation through representatives, a personal visit, a parade, and a photograph can be assembled into a more compact image of personal involvement. That reading does not require treating every account as false. It requires retaining the distinctions that the compact image may leave out.
The same attention to scope applies to the drug-policy dispute. Chiang's October 4 support for methadone and needle policies supplies a further point of comparison with the previous day's language.29 The record here contains no announcement ending those services. A candidate's words also describe services administered by the city government he leads; these two positions can be compared without presuming a measured public effect.
The currently retrieved official speech text contains a truncated year, “202,” in the Pride passage. It should not be cited as independently spelling out “2023.” The disputed year is described in the separately attributed reports.25
An image reproduced as an account of that day's schedule is a list of city-government news releases, not a complete timed itinerary. It cannot prove all-day absence. Likewise, an unverified time label on a later image cannot prove a complete sequence of attendance.40
The voting record must retain its unit: votes on the specified articles are not a separately verified recorded vote on the entire bill at its final reading.24
The political-mimicry comparison concerns public language and presentation. Family relationships do not establish an individual's intent, and this comparison does not equate a present democratic dispute with the entire martial-law regime.
Events are arranged by date, not as a causal sequence. Select a point to inspect its sources. Vertical offsets only prevent overlap. Group membership and shared display are authored selections, not proof of causation or coordinated action.
“Documented record” identifies the cited documentary record; it does not certify adjacent analysis. Filled circle: documented record; diamond: attributed account; square: analysis; dashed triangle: unresolved. Events dated only to a year or month are positioned at that period’s midpoint.

Controversy over a Harvard Speech Photograph
The contemporaneous report records Chiang at the Tianmu event and the deputy mayor and department heads at Pride. The later city-government account adds a claim that Chiang attended both. These accounts do not, by themselves, settle his full itinerary or identify the setting and date of each photograph.

Controversy over the Commander D Search
Police say they had a search warrant; customers and lawyers question the legal basis for taking people to the station as a group and how they were treated. In September, the mayor had instructed police to investigate after a city councilor raised the issue. The specific decisions to search the venue and take customers to the station, along with the procedures applied to each person, remain to be established.

Chiang Clarifies Support for Existing Harm Reduction
NOWnews reports Chiang expressing support for methadone and needle and syringe policies while distinguishing those services from the community drug-supply proposal discussed in the older essay.

MWE offers a vocabulary for these shifts in position. Its concepts allow the preceding arrangements to be examined without making the act of naming them a verdict on the events.
The False Legibility Model describes a form becoming readable before adequate structural recognition, with that readability prematurely accepted as enough.34 Here the form need not be a single object. A needle, a gay venue, the police, a search, a drug-policy dispute, and Chiang Wan-an are individually recognizable. Put some of them together, and the relation between them can appear recognizable too. Familiarity with the parts may conceal how much still has to be established between them.
Needles beside a neighborhood can furnish a scene of uncontrolled danger, while the service rules place the neighborhood within an approved route of access. A gay venue beside a police search can furnish a conclusion about everyone inside. Chiang beside the same search and a contemporaneous campaign confrontation can furnish a conclusion about direct command and motive. The last two conclusions are not made sound by choosing different political sympathies. They both need the relation that the arrangement seems to supply: evidence about conduct and individual procedures in one case, and about decisions, instructions, and coordination in the other.
Co-presence alone is not False Legibility. The model becomes relevant when the arrangement is accepted as sufficient understanding and further questions about source, process, scope, or consequence are curtailed. This essay can identify the shortcuts made available by the wording and juxtaposition; it cannot establish how many readers took them. A quotation can then be lifted from that arrangement and circulate again, carrying an apparently finished explanation without the conditions against which it was first checked. The old essay's return supplies one observable change of context; tracing every later excerpt would require a separate circulation record.2637
Public responses can be read as movement in the opposite direction. Some reconnect equipment with service rules; others reconnect the mayor's words with existing municipal work, or a photograph with reporting from its year. These additions do not require agreement on the policy or the politician. They make an apparently complete surface answerable to more material. The same test applies to the count beneath the post: it is not yet a count of independent citizens, a poll, or evidence of a paid operation. The explanations offered for a large number need evidence of their own.4
Proxy Substitution takes the inquiry a step further. When a proxy no longer points to the original referent and itself becomes the center of governance, evaluation, or optimization, representation begins to take the place of what it represents.35 Is the discussion still comparing policies, conditions, and effects, or has the image of a syringe become what is actually being judged? Are the grounds of a particular search being examined, or is a venue's identity doing the classificatory work? Is a city's practice of equality being read through its record, or is an event photograph standing in for that record?
These questions share a form, but they are not the same fact. The relationship among needles, searches, and photographs is proposed by this essay. Drawing them together does not establish joint planning or equivalent harm. An inaccurate caption, a concise argument, and a proxy taking over an evaluation are not interchangeable findings. The useful question is whether the original referent remains available to test and revise the representation. The accompanying reading combinations keep these alternative paths and their missing evidence visible; they are analytical examples, not categories into which measured readers have been sorted.
The Cost Visibility and Redistribution Model turns attention to what these movements may consume, and where that cost can enter a decision.36 Some of the work is new: checking an older text, distinguishing clinical programs, answering a claim, comparing photographs, or reconstructing the procedure applied to a customer. The cited material records instances of such explanation. It does not measure their total duration or establish who has carried the greatest share.
Another possible cost concerns work that predates the dispute. The histories of harm reduction, gender education, community advocacy, and marriage equality include years spent making services approachable and identities less readily available as signs of danger.51718212223 If renewed associations make that understanding less durable, part of an earlier investment may have to be made again. The possible erosion of an existing gain is different from the additional labor of repairing a new misunderstanding. Neither is captured by counting comments. The model asks whether these burdens enter the decisions that produce public language, or remain outside them; the presence of repair work alone does not establish that decision process. This case does not establish a quantified loss of trust, a reversal of rights, reduced service use, or increased infection. It identifies two kinds of cost to keep separate when asking what the dispute leaves behind.
Responsibility Alignment adds a further distinction: the person able to explain a problem is not necessarily the person who owns the condition producing it. The public model aligns responsibility with ownership, legitimate scope, authority, process visibility, capacity, and accountability. It calls the movement of responsibility toward those most likely to recognize, absorb, or repair unresolved work responsibility drift.33
Shen is responsible for explaining his own proposals; CNA records him responding by discussing needle exchange and methadone and inviting a policy debate. Named medical practitioners also supplied public explanations.230 These are identifiable acts of clarification. The DPP, Shen's supporters, and healthcare or community workers may be drawn into answering wider claims because they are visible, invested, or able to do so. Their labels alone do not establish who actually performed the work. Nor does one reply establish that responsibility has migrated. The distinction to observe is where bounded explanation starts being treated as an obligation to repair an entire controversy, including conditions the explainer cannot control.
The party map does not settle that question either. The councilor whose September questioning preceded the search was a DPP councilor; the mayor who called for enforcement was from the KMT.31 A party cannot be assigned once and for all to either the production of pressure or its repair. Municipal communication, police procedure, the explanation of an author's own proposals, and voluntary medical clarification occupy different positions. Following what each actor did is more informative than deciding in advance who must be the last person left to absorb the dispute.
The model names a stronger, repeated condition Residual Stabilizer Dependency: formal responsibility stays unclear while a capable node keeps absorbing unassigned work.33 These responses do not establish that dependency or identify a sole final bearer. They leave a question to follow across episodes: who keeps being called back to explain, and what authority travels with that work?
The event on the screen can move on while an answer is still being written. What this material currently shows is the presence of correction work, alongside questions about its allocation and about the durability of earlier public learning. Whether either becomes a lasting burden remains open.
When the Relation Looks Settled Before It Is Established
The following definitions have been checked against public MWE documents at commit ab5304b71fee9fb2f78f6f32997f2fa2109fb83f. They are selected public-facing nodes, not proof of internal Registry status or a formally confirmed relation to this case. No case-specific comparison here establishes a new model or formal relation.28
False Legibility describes a form becoming readable before adequate structural recognition, with readable form prematurely accepted as sufficient. Its operative threshold includes curtailed inquiry into origin, process, scope, consequence, or relation.34 In this case the form can be a combination: needles + community + drugs; gay venue + police + search; mayor + search + campaign dispute. The individual items can be familiar while the relations among them remain unestablished. Co-presence is therefore a starting condition, not a finding of False Legibility. The model becomes relevant if the implied relation is treated as a completed explanation and the missing conditions cease to be asked for.
The evidentiary threshold applies in both political directions. A search does not establish guilt for every customer. A documented mayoral call for enforcement does not establish that he chose every later method or coordinated the search with a campaign attack. A large comment count establishes neither representative public agreement nor paid mobilization. Keeping these thresholds equal does not claim that all allegations or harms are equal.
A fragment may then move again. An excerpt from a long essay, a clipped phrase, or a screenshot can be reused after the conditions qualifying it have been left behind. Premature Circulation is relevant background where movement precedes adequate recognition, verification, accountability, or structural positioning.37 Applying it to a particular repost would require the original and reused material, their dates, the status attached to each, and the correction path. This branch does not infer that every short quotation or repost meets the condition.
Proxy Substitution asks whether a representation has become the object of governance, evaluation, or optimization itself.35 The syringe image, a venue label, a photograph, and a comment count can each become easier to handle than the referent they are supposed to represent. A familiar symbol is not yet substitution. The additional evidence would concern which decisions or evaluations actually came to be organized around that symbol instead of the underlying policy, individual conduct, public record, or population.
Cost Visibility and Redistribution asks whether temporal, cognitive, coordination, responsibility, and repair burdens become visible, comparable, and actionable in a decision field.36 The history records earlier expenditure on anti-discrimination, public explanation, and access to care. This case records some new clarification work. Possible erosion of the earlier gains and additional labor to restore them are separate questions. Work having occurred does not by itself prove externalization: the further question is how the burden is represented in the decisions that produce or correct the public framing. No service termination, quantified trust loss, or infection increase is established here.
Responsibility Alignment distinguishes actual ownership and scope from the ability to help. Aligned responsibility corresponds to ownership, legitimate scope, authority, process visibility, capacity, and accountable position; responsibility drift is the movement of unresolved work toward a node most likely to recognize, absorb, or stabilize it without a corresponding transfer of ownership.33
Shen is the author of the 2014 essay and a candidate advancing present proposals. Explaining those positions is part of his own responsibility. His response does not become a transferred burden merely because the challenge came from an opponent. A further question arises only where he is expected to repair associations or institutional conflations beyond that original scope. The same distinction applies to the DPP and supporters: a party label or presumed sympathy is not evidence that a person performed a specific repair. CNA records Shen's response, and the named medical responses document particular contributions.230 Voluntary medical education does not by itself prove responsibility drift.
Residual Stabilizer Dependency is a named pattern within the Responsibility Alignment Model. It describes unclear formal responsibility combined with a capable node repeatedly absorbing unassigned work so that the system continues to function.33 A single explanation is not enough. Establishing the pattern would require repeated episodes, evidence of what remained unassigned, and comparison of the stabilizer's burden with their authority and ownership. The record does not establish the DPP, Shen, supporters, or healthcare workers as the sole stabilizer or ultimate bearer of the whole controversy.
Final-Node Responsibility Concentration is a different pattern about distributed production followed by concentration at a final reviewer or sign-off point. It is not used here as a synonym for whoever speaks last or clears up a public dispute. The diagnostics document can help separate accountability position, burden location, and residual responsibility, but it does not determine legal liability.38
The accompanying combinations are authored tests of what a public arrangement can invite a reader to supply. They distinguish a surface, a possible inference, a competing reading, and the evidence still needed. They do not report measured audience beliefs, inferred sexual orientations, or established motives.
A concept definition is source material; its application here is the author's analysis. The diagram, a shared paragraph, or a common date cannot turn that analysis into event evidence.
The presence of correction can demonstrate continuing inquiry rather than completed misrecognition. If a source is adequately contextualized, disagreement with its conclusion is not enough to invoke False Legibility.34
Costs incurred, costs made visible in a decision, costs shifted to another actor, and losses to earlier work are different claims. Each requires its own evidence.36
Responsibility Alignment cannot excuse an actor from an explicitly owned duty. Help remains distinguishable from transfer, and a repeated dependency must be shown rather than inferred from the existence of capable helpers.33
Conditional reading combinations
These are conditional, author-authored reading examples. The possible readings are not measured audience responses. A common evidentiary threshold applies in both directions; this does not imply equal claims, causes, or harms. Source reference numbers resolve to the article’s public source list. Co-presence is not itself a model finding.
Needles, Community, and Drugs
Conditional case reading
A political quotation read beside service regulations
Elements read together
- sterile injecting equipment
- community
- drugs
Documented material
CNA records the three elements within the October 3 challenge; the older essay has a broader community proposal, while the regulations specify approved service settings.
Possible readings
- The proximity of needles to a neighborhood can make uncontrolled danger available as a reading.
- The same community location can be read as a condition of access to prevention, collection, and referral.
Conditions still needed
- Which substance or object is supplied
- Eligibility, approval, oversight, and operating conditions
- The distinction between the older proposal and existing services
Evidence limit
The wording and regulations can be compared. They do not establish measured fear, unrestricted drug supply, or opposition to every form of harm reduction.
Explanatory work
Shen and named medical respondents supplied explanations; those contributions do not make them a single coordinated actor.
Compare what each original speaker clarified with any further work requested of service staff. Additional inquiries or trust-repair work require records of their own.

An Older Essay and a Present Proposal
Conditional case reading
A text reused across time
Elements read together
- 2014 essay
- selected quotation
- 2026 policy
Documented material
The older essay discusses a wider field than methadone alone. The current exchange reuses it in a campaign setting.
Possible readings
- An old argument can be read as an unchanged commitment to implement the same scheme now.
- It can also be read as earlier exploration whose relation to the present proposal remains to be specified.
Conditions still needed
- The full paragraph and its rhetorical setting
- Which positions were retained, altered, or offered for comparison
- Current law and implementation detail
Evidence limit
The essay provides grounds for questions about its scope. Neither every excerpt being false nor the entire old argument becoming a present commitment follows.
Explanatory work
CNA records Shen answering with existing harm reduction and inviting a policy debate.
Shen owns the explanation of his own proposals; those quoting him also own the context and temporal claims they attach to the quotation.

Support and the Scope of a Policy
Conditional case reading
A later statement tests an earlier reading
Elements read together
- October 4 statement
- methadone
- needle services
- community supply proposal
Documented material
Chiang stated support for existing methadone and needle policies while distinguishing the older proposal.
Possible readings
- Support for existing measures can coexist with scrutiny of a broader supply proposal.
- A later distinction does not by itself tell us how the earlier wording was understood or whether any effect persisted.
Conditions still needed
- Complete versions of both statements
- Which distinctions were already explicit
- Whether any service changed
Evidence limit
The later statement prevents a claim of blanket opposition or announced service abolition. It does not prove that every earlier statement was accurate, insincere, effective, or ineffective.
Explanatory work
Chiang supplied a public distinction between the systems.
The first speaker and later critics each need to retain the distinctions now on record when describing what remains in dispute.

Expertise and a Public Response
Conditional case reading
Specific actions rather than a commenter population
Elements read together
- public health knowledge
- named medical speakers
- reposting
Documented material
The cited reports record explanations by Tu Cheng-che and Lin Ching-yi and responses from people in arts and culture. Lin’s medical background and public-office role should both remain visible.
Possible readings
- Expert explanation can reopen a compressed policy claim.
- A professional title can itself become a shortcut if it substitutes for checking the claim and its sources.
Conditions still needed
- The speaker’s actual role and the limits of their expertise
- Sources for medical claims versus political commentary
- Individual responses versus the entire comment population
Evidence limit
These records establish explanatory actions, not every commenter’s profession, sexuality, political allegiance, or understanding. Medical authority does not prove allegations about political intent.
Explanatory work
Named respondents supplied explanations and policy information.
Additional work and its allocation need concrete posts, requests, or work records. Voluntary professional speech is not automatically responsibility transfer.

Public Health Experience and a Later Response
Conditional case reading
An authorial comparison across periods
Elements read together
- SARS and COVID-19 background
- public instruction
- 2026 responses
Documented material
Official records document public health instruction, including home-test guidance; the present reports include explanations of transmission and prevention.
Possible readings
- Earlier instruction can be read as a public resource available for reuse.
- The responses may also draw on prior expertise, politics, imitation, or other experience. Coexistence does not select a cause.
Conditions still needed
- Who encountered and retained the earlier guidance
- Whether a particular response used that knowledge
- Alternative explanations and comparison data
Evidence limit
The two bodies of material support a contextual question, not a claim that SARS or COVID-19 education caused this comment surge.
Explanatory work
The essay’s author places the periods alongside one another; that is an analytical action, not audience evidence.
The author must preserve alternative explanations. Specific self-reports or other evidence could test the connection without establishing population-wide effects.

Comments, Public Opinion, and Organized Activity
Conditional case reading
A reported count with competing interpretations
Elements read together
- comment count
- public opinion
- organized online activity
Documented material
The news records a large comment total at a particular moment. This is a media-reported reading, not an independent platform census.
Possible readings
- A large total can be treated as many independent citizens endorsing one position.
- Volume or repetition can instead be treated as proof of paid or coordinated activity.
- The number can be retained as visible interaction while its sources and representativeness remain open.
Conditions still needed
- Unique accounts and people
- Repetition, deletion, sampling, and the observation time
- Separate evidence for payment, coordination, or automation
Evidence limit
The count proves neither representative agreement nor a paid operation. Genuine emotion and coordination are not mutually exclusive possibilities.
Explanatory work
The count entered public commentary; its political interpretations remain claims rather than properties of the number.
Anyone converting comments into people or inferring an operation needs the corresponding data. A count does not supply motives.

A Gay Venue and a Police Search
Conditional case reading
Identity, institution, and procedure within one reported event
Elements read together
- gay venue
- police
- search
Documented material
The reports record a search, the police’s stated case grounds, and procedural objections from customers and a lawyer.
Possible readings
- The place and search can be read as suspicion extending to everyone inside.
- They can instead be read as an operation whose specific grounds, subjects, and procedures still need examination.
Conditions still needed
- The case grounds versus the venue’s identity
- Each person’s conduct and procedural status
- The scope of the warrant and the actions taken
Evidence limit
A search is not proof of drugs, collective guilt, or illegality merely because the venue is gay. Police and customer accounts are not final adjudications.
Explanatory work
Police explained their position; customers and a lawyer questioned the basis of taking people to the station.
The relevant authorities and available records can distinguish the legal basis for each action. Possible privacy or stigma burdens require concrete evidence, without forcing further exposure.

Questioning, a Directive, and Later Police Action
Conditional case reading
A reported administrative sequence, not a complete decision chain
Elements read together
- Hung Chien-yi
- Chiang Wan-an
- police
- enforcement request
Documented material
The September report records Hung’s questioning, Chiang’s call for enforcement, and the venue’s denial. An October report records the later search.
Possible readings
- The sequence supports questions about administrative responsibility.
- It may be compressed too far into a claim that the mayor selected every tactic or coordinated the search with a drug-policy attack.
Conditions still needed
- The different powers of councilors, mayor, police, prosecutors, and court
- The investigation’s start and authorization history
- Who chose the timing and treatment of each person
Evidence limit
The administrative context must not disappear. It also does not establish every operational decision, shared campaign purpose, or collective party intent.
Explanatory work
Hung questioned, Chiang directed enforcement, and the venue denied allegations, each within a distinct role.
Keep the roles and specific actions separate. Party membership does not establish that Shen, the DPP as a whole, or the KMT as a whole directed the operation.

A Warrant and the Treatment of Customers
Conditional case reading
Different procedural questions within one operation
Elements read together
- search warrant
- customers
- taking people to the station
- procedural status
Documented material
Police cited a warrant and compliance with procedure; a lawyer and customers challenged the basis and scope of particular actions.
Possible readings
- The warrant can be taken as complete proof that every action was lawful.
- The absence of every customer’s name can be taken as proof that every action was unlawful.
Conditions still needed
- The warrant’s scope and applicable ancillary powers
- The distinction between restricting departure and taking someone elsewhere
- Individual status, consent, duration, and degree of compulsion
Evidence limit
Neither shortcut resolves the legal questions. Headlines describing people as arrested do not settle everyone’s formal status.
Explanatory work
The reported objections and police explanation make the procedural disagreement visible.
Examine each measure against its stated legal basis and record. MWE does not substitute for legal analysis or determine this case’s liability.

Two Cases on the Same Day
Conditional case reading
The author’s cross-case selection
Elements read together
- drug-policy dispute
- gay venue
- October 3 search
Documented material
The campaign exchange and the Commander D search were reported in the same period. This essay places them beside one another.
Possible readings
- Adjacent reports can be made to explain one another, as though the venue and drug-policy dispute were already one issue.
- Their representational forms can be compared while their evidence chains remain separate.
Conditions still needed
- Each case’s origins, grounds, and chronology
- Who actually linked them in a public statement or edit
- The author’s own contribution to the juxtaposition
Evidence limit
Same-day occurrence does not establish drugs found, coordinated planning, measured audience association, or searches at three venues.
Explanatory work
The author makes the comparison and is responsible for labeling it as such.
An actual circulation relation would need a locatable third-party post, report, or edit joining the cases. A diagram made for this essay is not that evidence.

Photographs, Halloween, and Pride
Conditional case reading
Material from different years and different images
Elements read together
- Zoro-costume image
- Tianmu Halloween
- Pride
Documented material
The 2023 report allocates the mayor and representatives to different events; the later speech associates the costume and personal attendance; a 2026 account supplies a claim of two visits and a separate booth photograph.
Possible readings
- A costume and event label can be read as direct proof of parade participation.
- A disputed image or caption can be read as proof of all-day absence.
- The photo’s setting, a person’s visits, and marching in a parade can remain separate questions.
Conditions still needed
- Original image provenance, time, and location
- The full presentation and relevant footage
- Market, booth, and procession as distinct activities
Evidence limit
The 2023 report is not a complete itinerary; the later image is not self-dating proof of marching. A correction alone proves neither systematic deception nor harmlessness.
Explanatory work
The city government offered an additional account and photograph.
Both the presentation’s publishers and its critics own the claims they add. Later evidence should supplement rather than erase earlier publication context.

A City’s Representatives and a Mayor’s Image
Conditional case reading
Changing allocations of representation across records
Elements read together
- deputy mayor and departments
- municipal representation
- city equality work
- personal image
Documented material
The contemporaneous report names attending municipal representatives; the later speech presents the city through the mayor’s image.
Possible readings
- A mayor may legitimately describe collective municipal work.
- A personal photograph may also compress a collective practice around one recognizable figure.
Conditions still needed
- Representing an administration versus personally attending
- The organizers and distribution of work
- What the presentation actually credits and what audiences understood
Evidence limit
Narrative concentration is not by itself appropriation or Proxy Substitution. The materials do not establish that all others’ work was erased.
Explanatory work
The earlier report identifies Lin Yi-hua and departments as participating representatives.
Check whether later evaluation actually shifts away from policies, services, organizers, and public records toward the personal image alone.

Past Support and Present Speech
Conditional case reading
One person’s actions across periods and policy domains
Elements read together
- marriage-equality record
- attendance image
- current statement
Documented material
The sources retain Chiang’s specific 2016 support and 2019 article-level votes alongside present statements.
Possible readings
- Past support may be treated as automatic assurance about every current action.
- A current controversy may be used to make all prior support disappear or seem insincere.
- The records can remain intact while each present action is examined on its own terms.
Conditions still needed
- Co-sponsorship, individual votes, and final bill positions
- Different policy domains and powers
- The full current wording and October 4 clarification
Evidence limit
Neither a permanent exemption nor a finding that all earlier support was false follows. Public images do not establish private sincerity.
Explanatory work
Specific past support and present explanations are recorded.
Attribute each act to its time, office, scope, and policy object. Do not replace that comparison with family or party identity.

Historical Policing and a Present Search
Conditional case reading
An authorial historical comparison
Elements read together
- morality and order policing
- gay identity
- present search
Documented material
The cited research records indirect police control despite the absence of a specific offense for consensual same-sex activity itself. Present police accounts state a particular case ground.
Possible readings
- Similar identity and order language can reopen questions about differential treatment and public-space safety.
- Different law, judicial oversight, remedies, conduct, and evidence prevent the cases from being treated as identical.
Conditions still needed
- Each historical event’s date, authority, procedure, and outcome
- Present individual procedures
- The different evidentiary functions of film and historical record
Evidence limit
The comparison does not equate the present with martial law, infer motive from lineage, or establish that all LGBTQ people remember the history alike.
Explanatory work
The essay’s author makes the limited comparison; the historical study did not decide the 2026 case.
Compare particular procedures and grounds rather than letting shared words or atmosphere complete the conclusion.

Shen, Parties, Supporters, and Explanation Work
Conditional case reading
A multi-actor responsibility question without a presumed final recipient
Elements read together
- Puma Shen
- DPP
- supporters and critics
- clarification
Documented material
CNA records Shen’s reply; other reports identify medical and cultural responses. Those are specific actions, not a census of a political camp.
Possible readings
- An author and candidate can reasonably be asked to explain his own proposals, while others contribute voluntarily.
- If competence becomes an expectation to repair all confusion, work may move beyond its original ownership.
- Calling every medical respondent, LGBTQ person, or commenter a Shen supporter can itself close recognition too early.
Conditions still needed
- Who authored, quoted, reframed, or could correct each claim
- Different roles within parties, campaigns, offices, and communities
- Voluntary assistance, assigned duty, and unsupported transfer
Evidence limit
The evidence identifies some work, not a sole stabilizer, collective party obligation, or repeated Residual Stabilizer Dependency. It does not make Shen responsible for police procedure.
Explanatory work
Shen answered his own older text; named respondents supplied information in their own roles.
Track which people are repeatedly asked to answer which questions, with what access and authority. Ordinary self-explanation and voluntary education do not by themselves establish drift.

What remains at the end of this reading is still the syringe. Its purpose did not change during the controversy, yet in different sentences it became, in turn, a preventive tool, an indicator of danger, and material for clarification. Following it outward leads to places, identities, and photographs that can be recognized just as quickly. Reading back again brings us to the systems, histories, and labor that were left out.
It is not yet possible to know which reading will endure. But some connections that seemed ready to pass through without interruption have been asked to stop and account again for how they hold together. The observation pauses here: which things have already changed position, and which are still being put back.

Reading and source boundaries
- This is an independent Public Surface Case dated October 4, 2026. It is not a further installment of the August 18 / September 19 case and makes no revision to those specimens.
- The current-discourse selection uses news reports published by October 4, 2026, 12:30 UTC+8. This author-selected cutoff does not imply complete coverage of the web or freeze the contents of live pages. Earlier historical, policy, cultural, and repository sources are background layers, not observations of the October dispute.
- A cited report can establish that a speaker made a claim without establishing the claim itself. Allegations involving minors, details of the police operation, and accounts of on-scene language remain subject to their stated source and procedural limits. Searches at three venues and a common political purpose are not established by this selection.
- Comment totals are dated media-reported readings, not counts of unique people, a representative poll, or proof of coordinated or paid activity. Named responses do not establish commenters' occupational or identity proportions.
- The 2023 account of deputy-mayor and department-head attendance does not exclude a separate mayoral visit. A later claim of two visits is not logically incompatible with that account. The speech image, later booth image, organizer's program, and news-release list establish different things and do not collectively supply a complete itinerary.
- Sources differ on whether 92 or 93 people were involved in the Nong'an Street incident. Claims involving suicide conflict with the authorities' denial at the time; this essay does not treat them as established facts.
- “Political mimicry,” possible relation-completion, potential erosion of prior anti-stigma work, and the links across the case are the author's readings. They are not measurements of reader psychology, findings of common command or intent, or diagnoses conferred by MWE.
- MWE sources are selected public-facing model or diagnostic documents. Visibility here does not establish internal Registry status or a confirmed formal relation between this case and a model. Co-listing and diagram edges remain reading devices.
- The interactive version should retain these source distinctions and the case's date and cutoff.
